MINUTES of the 2009 World Drug-Free Powerlifting Federation, Inc. Congress
November 13th, 2009; The HILTON at Milton Keynes, England.
9:00 a.m.: Registration of Nations: Nations must present the following materials for official registration:
1. Completed W.D.F.P.F. Membership Application form.
2. Nation’s membership registration list from 2008.
3. Dues payment of 100.00 EURO per nation and 1.00 EURO per 2008 registered member including athletes, administrators, referees & Coaches regardless if they compete or not.
4. Laboratory evidence of Out-of-Competition Drug Testing since November 18th, 2008.
5. List of National International Referees with contact information (phone, fax, e-mail & post).
6. Copy of Nation’s Constitution/By-Laws.
7. Copy of Nation’s Rulebook or statement of nation’s agreement to follow the WDFPF rulebook.
8. Agreement statement that nation will follow all WDFPF rules and regulations and will participate in T get Drug Testing.

Quorum: 25% of the voting membership (members of the Executive Committee are not counted in calculating the quorum, although they have full voting privileges). For voting purposes, a majority determines the outcome with the exception of amendments to the Constitution and or to the Rulebook; in those situations 2/3 of the voting members must vote affirmative in order to pass the motion/proposal.

Unfinished Business: Italy’s Sanction concerning Drug Testing a championships. They have paid $300.00 of the $2,000.00 Sanction Fee.
1. Athletes must bring PROOF of AGE to the weigh-in/equipment check. The WEIGH-IN & EQUIPMENT CHECK for BOTH days of The POWERLIFTING WORLD CHAMPIONSHIPS Nov. 14 & 15 is as follows:
SATURDAY'S UNEQUIPPED LIFTERS WEIGH-IN & CHECK EQUIPMENT FROM 7:00 to 8:30; Competition begins at 9:00.
SUNDAY'S EQUIPPED LIFTERS WEIGH-IN & CHECK EQUIPMENT FROM 8:30 to 10:00; Competition begins at 10:30.
2. WDFPF rules state that platform Referee’s must annually attend a Referee’s Instruction Clinic where the WDFPF Rulebook will be reviewed. All International Referees present will be expected to attend our WDFPF Referees Clinic scheduled to begin at 5:30 p.m. This will take place in 2010. Referees are to bring their rulebook, equipment check materials and note taking materials. The meeting will follow the Congress at approximately 5:30 p.m.
3. During the 5:30 p.m. Referee’s Clinic, the referees will sign-up for officiating duties including weigh-ins, platform work, equipment checks, etc.
4. Today’s EQUIPMENT CHECK is scheduled to begin at 6:00 p.m. to 10:00 PM -UNEQUIPPED lifters first followed by EQUIPPED lifters as time permits. We will need referees to help; please bring measuring equipment.
5. Coaches, the referees will do the equipment check, thoroughly prepare your athletes concerning all personal equipment rules. UNEQUIPPED Division Rules: Belts & Wrist Wraps are allowed (NO other supportive equipment may be used

WITHDRAWN: Motions from the IDFPA: DRUG TESTING (2/3 majority needed)
1. That lifters selected for drug-testing must not be notified of their selection until they have completed all their lifting for that day. Thus
lifters may not be tested: (a) prior to lifting on the day
(b) between lifting unequipped/equipped
(c) at any stage prior to the deadlift in a powerlifting event.
Rational: If a lifter is tested prior to any of their attempts, a window of opportunity is available to take fast acting banned substances knowing that they will not be tested afterwards.

FAILED: 2. Lifters are responsible to be present following the Championships competition long enough to complete a drug test if required to do so. The Meet Director is not obliged to make arrangements for a lifter to lift earlier than scheduled because said lifter has an early train/plane/boat to catch.
Rationale: If a lifter puts pressure on a Meet Director to allow them to leave early it could eliminate them from the possibility of being drug-tested.

WITHDARWN; W.A.D.A. stipulations. 3. That lifters (including officials who are also lifting) who are drug tested must not be allowed to retain possession of their urine sample even if they have the responsibility for transporting/sending the samples to the lab. In this instance that particular sample must be retained and forwarded to the lab by another official.
Rationale: A lifter must have no opportunity to tamper with their sample after the testing process has been completed.

FAILED: 4. That all lifters who test negative at International Events receive notification of the result of their test in writing by mail or e-mail from the WDFPF Drug Control Officer or another official appointed with this task. National Federations must also notify their lifters of negative drug test results for tests taken in or out of competition.
Rationale: Currently only lifters whose tests are positive, receive official notification of their failure, unless the results are sent out by their national federation. Out of common courtesy to lifters, all tested lifters should receive their test result in writing as soon as it is available.

That while the Chain of Custody documents & results from each test taken in each nation must be forwarded to the Drug Control Officer, likewise the Drug Control Officer must forward the chain of custody documents and the results from all tests taken within said nation to an appointed member of the WDFPF Executive.
Rationale: As this rule was brought in to ensure that the testing process was completely transparent in each nation., Currently a loophole exists in which the details of the drug-tests carried out in the nation of the Drug Control Officer don’t have to be reported to anyone outside of that nation.

That officials who are also lifting, may not, under any circumstances, weigh themselves in at weigh-in at any level of competition. The weigh-in of that official must be witnessed by a Referee from another nation or team. If for some reason no other Referee is available at the time, then a lifter from an opposing nation or team must witness the weigh-in & sign the weigh-in card.

WITHDARWN; 9. That a minimum of two officials from different nations must be present at each weigh-in & have a list of athletes expected at the weigh-in. Both officials must witness the weight on the scales. One official must write the weight on the weigh-in card, the other on the weigh-in list. The list would then be useful for the control table officials to see at a glance who has not appeared for weigh-in and who has not presented their card to the table.
Rationale for Motions 6-9: Just like the drug-testing process, every aspect of the weigh-in process must be completely transparent at all times & officials must always be above suspicion by athletes, nations & other officials.

That 15 minutes prior to the start of all competitions, there will be a meeting with all referees present, all competition administrators and one representative from each club/country. At this meeting the attendees will discuss the referee’s timetable, any irregularities in the weigh in and the kit check, the outline of the competition and come to an agreement on all issues.
Rationale: That all parties are aware of any prospective problems that may arise or arose during weigh-in/kit check and that referees are aware when they need to be present to officiate in whatever capacity required of them.

WITHDARWN; 11. That a jury of three referees from three different nations be appointed at each event to decide on any issues arising or complaints made during the progress of the championships. This jury shall meet with all parties concerned in a dispute (officials, lifters & a team representative) before coming to a decision as to how the matter is to be resolved. This meeting is to be held in private behind closed doors to retain discretion and professionalism
Rationale: That no one official be allowed/expected to make a decision on any dispute & that the athlete/official in question be given the opportunity to explain the reasoning for their actions before a decision is made on the case.

That the qualifying period for the Powerlifting World Championships commences on the day following the Powerlifting World Championships of the previous year. Likewise, the qualifying period of the Single Event World Championships commences on the day following the Single Event World Championships of the previous year.
Rationale: That the qualifying period be the same for all nations – generally a 12 month period (depending on dates of that particular World Championships). Plus its necessary to qualify each year for the World Championships i.e. its not possible to qualify at the World Championships for the World Championships the following year.

That the following wording be added to the entry form for each lifter to sign when entering the championships. All officials and coaches are also required to sign it at the event.
“Any lifter, coach or official, who by reason of misconduct on or near the competition platform, which is likely to discredit the sport, shall be officially warned. If the misconduct continues, the Jury (or referees, in the absence of a Jury) may disqualify the lifter, order the coach to leave the venue or report the official to the WDFPF disciplinary committee”.
The team manager must be officially informed of both warning and disqualification. Misconduct is behavior that is deemed to be: (a) Bullying; (b) Loud aggressive or intimidating behavior; (c) Foul language
(d) Failing to treat the referees or any officials without absolute respect.
